Powley was conceived by British actor Mark Powley and casting director Janis Jaffa in the Hammersmith neighborhood of London, England. Her mother is Jewish and is sprung from Russian immigrants who fled to Dublin, Ireland. Holland Park School was Powley’s school.

Powley appeared in 23 episodes of M.I. High between 2007 and 2008 and was one of the main characters. Powley has also made appearances in a number of other shows, including The Bill (2008), Little Dorrit (2008), Murderland (three episodes, 2009), and The Whistleblowers (2007). Powley joined the cast of the sixth season of the ITV show Benidorm in 2013.

In the historical comedy-drama A Royal Night Out from 2015, Powley played Princess Margaret opposite Sarah Gadon as Princess Elizabeth. The comedy-drama The Diary of a Teenage Girl, which had its world premieres in New York City and Los Angeles in August 2015, starred Powley as Minnie Goetze. Shortly later, Powley replaced Hailee Steinfeld in the 2016 independent film Carrie Pilby as the movie’s lead character.

Powley participated in the horror movie Wildling with Liv Tyler and had an appearance in the thriller White Boy Rick in 2018. Powley portrayed Holly Morten, the main character, in the BBC One drama Informer that same year.
